The Austrovian Observer: The Council of State created as new Upper Legislature

The Council of State has been created by Emperor Andrew to act as a new upper legislature, replacing the Reichstag as the sole legislative body of the Empire. The Council will act as a House of Lords of Austrovia, since the members will consist of each State's Monarch and appointed noble men. Unlike the Reichstag, members of the Council will not be elected. The Council has seen many protests from republicans and some Reichstag Members, who think the Council is not needed.

"The Council is just a waste of space," said prominent republican Anthony Easton. "Besides, its just a group of the Emperor's autocratic servants."

Although the Council is the upper house, which means it can veto any proposal by the Reichstag, the Council can only veto certain laws and can be overturned by the Emperor or a two-thirds majority of the Reichstag.
